Commitment, Leadership and Management Review
Standard's Intent: To ensure that all Newmont employees and contractors are in alignment with Newmont's core value to "demonstrate leadership in safety, stewardship of the environment, and social responsibility" and are committed to the Policies and Standards of the Company.
To ensure the Health Safety and Loss Prevention (HSLP) Management System Standards are integrated into the business and periodically reviewed to ensure they remain effective, widely used, communicated and drive continuous improvement.
Risk, Opportunity and Change Management
Standard's Intent: To provide a common framework for the systematic and structured management of risks and identification of opportunities throughout Newmont Operations, Discovery & Development and Support Services facilities.
To minimize harm to the environment, communities, our people, processes and property by ensuring that new or modified projects, processes, materials, equipment or organization are evaluated and controlled before being implemented.
Legal Requirements and Other Commitments
Standard's Intent: To ensure Newmont Operations, Discovery & Development and Support Services facilities have a system to manage their legal requirements and other commitments, which incorporates applicable international, national and local legislation, statutory permits and licenses, and other voluntary commitments to which Newmont subscribes.
Planning, Goals and Targets
Standard's Intent: To ensure the business plans of Newmont Operations, Discovery & Development and Support Services facilities align with corporate and regional direction and objectives and targets are established in line with policies to drive continuous improvement in performance.
Training, Competency and Awareness
Standard's Intent: To ensure Newmont's approach and methodology to training and education provides requisite skills, knowledge training and assessment of competency within its facilities and operations.
Behavior and Observation
Standard's Intent: To identify and recognize positive behavior, eliminate substandard acts (at-risk behaviors) and promote continuous improvement through the applications of the Newmont Safety Journey Maturity Model.
Communication, Consultation and Participation
Standard's Intent: To ensure effective, transparent and open communication and consultation is maintained with stakeholders associated with Newmont Operations, Discovery & Development, and Support Services facilities and their activities, and that stakeholders are encouraged to participate and contribute to HSLP performance improvement initiatives.
Systems Documentation and Record Management
Standard's Intent: To ensure that processes with identified significant risks have the necessary documentation, and the records and information to define, describe and report on the effectiveness of the management system to control those risks.
To ensure appropriate processes are in place for the control, distribution and storage of system documents and records that describe the core elements of the HSLP processes.
Contractor Selection and Management
Standard's Intent: To manage business risk associated with the use of contractors by providing a systematic approach to selecting, orienting and monitoring contractor performance, and to ensure that contractors and contract personnel comply with the Management System and contract terms and conditions.
Accident/Incident Reporting and Investigation
Standard's Intent: The reporting and investigation of accidents/incidents to determine underlying causes. The prevention of reoccurrences and application of effective control measures across Newmont.
Emergency Preparedness & Response
Standard's Intent: To ensure all Newmont Operations, Discovery & Development and Support Services facilities have adequately identified, planned for, and are able to respond effectively to emergency situations with potential adverse effects to Newmont personnel, operations, reputation or the environment.
Monitoring and Measurement
Standard's Intent: To ensure a consistent approach to analytical monitoring and measurement programs and to gauge the effectiveness of the Newmont HSLP Management System controls implemented to mitigate risks.
Workplace Inspections
Standard's Intent: To ensure that workplace areas and activities are inspected, formally and informally, on a regular basis to identify hazards and to confirm controls are maintained and effective.
Internal and External Audits
Standard's Intent: To systematically and objectively verify conformance with HSLP Management System requirements, evaluate performance of processes, audit compliance with legal and other requirements, and produce feedback to improve performance.
Preventative and Corrective Actions
Standard's Intent: To ensure that actions designed to prevent or correct substandard acts (at-risk behaviors), conditions, programs and processes, or to implement opportunities, are properly executed.
Actions may be derived from a variety of sources, such as audits, government inspections, industrial hygiene monitoring, investigations, observations, risk assessments, safety committee meetings and workplace inspections.
Operational Control
Standard's Intent: To ensure the effective management of significant risks across Newmont through the implementation of operational controls as prescribed in the HSLP Technical Standards, which are supported by Technical Documents, Technical Guidelines, Standard Operating Procedures (SOPs) or equivalent, and other supporting documentation to maintain effective control of identified risks.
Occupational Health and Hygiene
Standard's Intent: To anticipate, recognize, evaluate, and control occupational exposures to levels which potentially control occupational disease by minimizing occupational health risk.
Surface Ground Control
Standard's Intent: To promote that the ground control risk is managed continuously at all Newmont surface mining operations through the use of ground control management plans. The implementation of a ground control management plan that utilizes a systematic and common approach will manage so undesirable losses related to safety, environment, and economic impact are reduced to the lowest level practicable.
Underground Ground Control
Standard's Intent: To promote that ground control risk is managed continuously through the implementation of systematic ground control programs at all Newmont underground mining operations. The implementation of an underground ground control management that utilizes a systematic and common approach so undesirable losses to safety, environment, and economic impact are reduced to the lowest level practicable.
Surface Fire Prevention
Standard's Intent: To control the risk of fire through effective prevention, detection, and emergency preparedness.
Underground Fire Prevention
Standard's Intent: To control the risk of fire in underground operations through effective prevention, detection, and emergency preparedness.
Remote Control Equipment
Standard's Intent: To manage/control the risks associated with the use of underground remote control equipment.
Energy Isolation
Standard's Intent: To protect employees and equipment from the uncontrolled release of energy through the use of effective isolation, lockout, tagging, de-energizing, and testing of systems.
Mobile Equipment
Standard's Intent: To manage/control the hazards associated with mobile equipment in surface and underground mining areas.
Electrical Safety
Standard's Intent: To promote that electrical hazards are recognized and controlled and that all electrical equipment is maintained and operated safely.
Work Permit Systems
Standard's Intent: To promote that specific work that could potentially expose employees to unacceptable safety or health risks is controlled in part through a work permit system.
Machine Guarding and Conveyors
Standard's Intent: To promote that personnel are protected from unintentional contact with machines and equipment.
Explosives
Standard's Intent: To manage/control the risk related to the storage, transportation, handling and use of explosives.
Light Vehicles and Road Safety
Standard's Intent: To promote that roadways are designed, constructed, and maintained for safe light vehicle use and that light passenger vehicles are operated and maintained in a safe manner.
Working at Heights
Standard's Intent: To promote that the hazards of working at height from mechanized lifting devices, platforms, fixed structures, and other elevated locations are controlled.
Pressurized Systems
Standard's Intent: To promote that a safe work environment is provided in the design, installation, handling and commissioning of a pressurized system. The system must be safely operated and maintained at all times. The scope of this standard includes standards HSLP 037 Energy Isolation and HSLP 040 Work Permit Systems when working on, in, or around pressurized systems.
Cranes and Lifting Equipment
Standard's Intent: To manage/control hazards associated with the use of cranes, man-lifts and lifting gear.
Medical Programs
Standard's Intent: To promote effective Medical Programs to detect pre-existing medical problems that could prevent employees from performing their jobs properly. To promote ongoing medical programs deemed necessary to control potential health problems to the workforce are in place and working. Provide continual medical and biological monitoring to detect, treat and control occupational illness in the workplace.
